HCMC leadership transition: New party secretary, propaganda chief appointed

(NLĐO) - On the morning of August 25, the Ho Chi Minh City Party Committee held a conference to announce the Politburo’s decision on personnel appointments.

The conference was attended by Mr. Tran Cam Tu, Member of the Politburo and Standing Deputy Secretary of the Central Secretariat; Mr. Le Minh Hung, Member of the Politburo and Head of the Central Organization Commission; and Mr. Nguyen Van Nen, Member of the Politburo and Secretary of the Ho Chi Minh City Party Committee.

Mr. Tran Luu Quang appointed Secretary of the Ho Chi Minh City Party Committee

At the conference, the leadership of the Central Organization Commission announced the Politburo’s decision to reassign and appoint Mr. Tran Luu Quang, Member of the Central Party Committee and Head of the Central Policy and Strategy Commission, to cease holding the position of Head of the Central Policy and Strategy Commission and related roles, and to be reassigned, appointed, and designated to join the Executive Committee, Standing Committee, and assume the role of Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term.

Mr. Tran Luu Quang was born in 1967 in Tay Ninh Province. He holds a Master’s degree in Public Administration and a Bachelor’s degree in Mechanical Engineering. His political theory qualification is at the Bachelor’s level.

Prior to his role as Secretary of the Ho Chi Minh City Party Committee, Mr. Tran Luu Quang held several significant positions at both local and central levels: Secretary of the Tay Ninh Provincial Party Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, Secretary of the Hai Phong City Party Committee, Deputy Prime Minister, and Head of the Central Economic Commission (renamed the Central Policy and Strategy Commission from February 2025).

Mr. Nguyen Van Nen assigned to another role

Mr. Nguyen Van Nen was assigned by the Politburo to oversee and guide the Ho Chi Minh City Party Committee until the 14th National Party Congress.

At the conference, Mr. Nguyen Quang Duong, Member of the Central Party Committee and Deputy Head of the Central Organization Commission, announced the Politburo’s decision to relieve Mr. Nguyen Van Nen, Member of the Politburo and Secretary of the Ho Chi Minh City Party Committee, from his participation in the Executive Committee, Standing Committee, and his role as Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term; to appoint him as a Standing Member of the Subcommittee on Documents for the 14th National Party Congress; and to task him with overseeing and guiding the Ho Chi Minh City Party Committee until the 14th National Party Congress.

In October 2020, Mr. Nguyen Van Nen was designated by the Politburo to join the Executive Committee and Standing Committee of the Ho Chi Minh City Party Committee for the 2020-2025 term and was recommended for election as Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term.

At the 11th Ho Chi Minh City Party Congress for the 2020-2025 term, Mr. Nguyen Van Nen was elected Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term with 100% of the votes (62/62 votes). On June 30, 2025, Mr. Nguyen Van Nen was designated by the Politburo to serve as Secretary of the Ho Chi Minh City Party Committee (new) for the 2020-2025 term.

Mr. Nguyen Van Nen was born in 1957 in Tay Ninh Province. He holds an advanced degree in political theory and a Bachelor’s degree in Law.

Before taking on the role of Secretary of the Ho Chi Minh City Party Committee, Mr. Nguyen Van Nen held several key positions: Secretary of the Tay Ninh Provincial Party Committee; Standing Deputy Head of the Central Highlands Steering Committee; Deputy Head of the Central Propaganda and Education Commission (now the Central Propaganda and People’s Mobilization Commission); Minister and Chairman of the Government Office; and Chief of the Central Party Office.

At the conference, Mr. Tran Cam Tu, Member of the Politburo and Standing Deputy Secretary of the Central Secretariat, announced that Mr. Nguyen Thanh Nghi, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, was reassigned by the Politburo to serve as Head of the Central Policy and Strategy Commission.

The Politburo’s appointment decision will be presented to Mr. Nguyen Thanh Nghi on August 25's afternoon in Hanoi.

Mr. Nguyen Thanh Nghi was born in 1976 in Ca Mau Province. He holds a Doctoral degree in Construction Engineering and an advanced degree in political theory. He is an Alternate Member of the Central Committee for the 11th term and a full Member of the Central Committee for the 12th and 13th terms, as well as a National Assembly Deputy for the 14th term.

Throughout his career, Mr. Nguyen Thanh Nghi has held several key positions, including Vice Rector of the Ho Chi Minh City University of Architecture, Deputy Minister of Construction, Deputy Secretary and later Secretary of the Kien Giang Provincial Party Committee (former), and Minister of Construction. On January 25, 2025, he was appointed by the Politburo as Standing Deputy Secretary of the Ho Chi Minh City Party Committee.

Mr. Duong Anh Duc leads HCMC Propaganda and People’s Mobilization Commission

On the morning of August 25, the Ho Chi Minh City Party Committee held the third conference of the Executive Committee of the Ho Chi Minh City Party Committee for the 2020-2025 term. At the conference, the decisions were announced.

Within the framework of the conference, a representative of the Ho Chi Minh City Party Committee’s Organization Commission announced the decision of the Standing Committee of the City Party Committee regarding the appointment of members of the Standing Committee.

Accordingly, Mr. Nguyen Manh Cuong, Member of the Standing Committee of the City Party Committee and Head of the City Party Committee’s Propaganda and People’s Mobilization Commission, was reassigned to work at the Ho Chi Minh City People’s Committee to assume the position of Vice Chairman of the City People’s Committee.

Mr. Duong Anh Duc, Member of the Standing Committee of the City Party Committee and Standing Deputy Head of the City Party Committee’s Propaganda and People’s Mobilization Commission, was appointed to serve as Head of the City Party Committee’s Propaganda and People’s Mobilization Commission. The term of this position is five years.

Mr. Duong Anh Duc was born in 1968 in Da Nang City. He holds the academic title of Associate Professor in Information Technology and a Doctoral degree in Mathematics.
